One City. One Plan. — City of Victoria Official Community Plan Engagement

City of Victoria

Victoria, BC

The City of Victoria’s campaign—One City. One Plan.—was a multi‑year engagement and communications initiative that supported the 10-year update to City’s Official Community Plan (OCP). The project built broad public awareness and encouraged meaningful participation from the community regarding how Victoria can grow and change to meet future challenges and opportunities. Design was focused and flexible, with welcoming visual systems that made complex planning topics approachable, relevant and community‑centred.

Cohesive sets of customized illustrations and colours broke down complex ideas on housing, climate and community, and a standalone logo emphasized core themes to reinforce trust and credibility in the engagement process. Bold typography, bright colours and clear messaging were paired with strong accessibility considerations to ensure materials were inclusive and adaptable across print, digital and in‑person engagement settings. The campaign increased visibility of the OCP update, supported diverse participation opportunities and helped residents understand how long‑term planning decisions will shape Victoria’s future.
